I'm sorry to put it like this but, at least to me, it's ugly. The bright white panels, the red 'blood' (why would you want blood on your UI?), the default tooltip that doesn't fit in and elements which, to me, look randomly placed.

Description
Tried to create a clean UI with all the info a raiding, and occasionally raidleading rogue needs.
Inspired by many UI's out there, but I wanted to get away from the hundred's of grey colorschemes. Colourscheme inspired by Dragon Age artwork.
Edit; I've uploaded my second attempt;

I'm with you, tbh. I started off liking the bottom bar, and went up from there, got a bit overenthusiastic.
I do like the blood effects, but I think I'll make em work some other way. The white is definitely too much, and it could all be way cleaner/smaller. Definitely still a work in progress.
The tooltip is indeed something I hadnt gotten to yet.

I don't say this to be mean, but I honestly think you should scrap this entire project and start over.

Thats alright, I'm here to learn and I enjoy having feedback from people that actually look critically at what I'm doing instead of my guildies who are content with the Blizz UI and just say yay windy at whatever I make :P.
On a sidenote, is it ok to post stuff that isnt quite up to the high quality standards of some of the other UI's here to get some feedback, or is that frowned upon? I'm new to this site but I'm afraid I might end up spending a lot of my free time here :P

Glad you look at it that way. Of course it's acceptable to post your UI here, no matter what it is, especially when you take (and learn from) criticism. All the good UI authors started somewhere. :P

Amen to that. I've had UIs that have been quite nasty in the past myself, and the only thing to do then is to learn from the mistakes, scrap all of it and do it again. :)
As for UI design, the KISS principle is law. :)

The best criticism I think I could give you on this is; try and make it so that all the elements of your UI are like one coherent thought. Someone else mentioned how the default tool tip was kind of blah when you look at it (especially over the white space). I think a lot of your elements are good, but they don't mesh well, like they feel like they all belong in different UI's if that makes sense. The one problem I would foresee with this is that if you went the direction of the white, it might be waaaay too much if everything incorporated that. Unfortunately I don't know what to tell you that might help. Maybe you could try keeping more of a white tint to some of the elements? That way it wouldn't just look like empty space? Just suggestions, I look forward to seeing what you put together next :) .

Sorry but white really doesnt blend in alot...
It takes your eyes off the fight and its hard to look at one small detail without getting distracted.
