I like the layout a lot. I've seen the player-target frames set up like this a few times in PvP/Arena vids and always wanted to try it.
In terms of style though it does rate pretty low. On one level if things like the frames were remade with addons like Stuf and KGpanels it could look awesome, but on another level more addons for debuffs/buffs/timers and stuff could also make it function better.
